Meeting Minutes of December 14, 2022  
Chair Stetson asked if any member of the public wished to speak on the  
Consent Calendar item. No one wished to speak.  
Chair Stetson asked for discussion or a motion from the commissioners.  
MOTION: Vice Chair Riviere moved and Commissioner Davis seconded the motion  
to Approve the Housing and Human Services Commission Meeting Minutes of  
December 14, 2022, as submitted.  
The motion carried by the following vote:

Review and Rank 2023 Study Issues  
Housing Officer Jenny Carloni gave a short refresher of the Study Issues Ranking  
Process.  
After a short review of each one of the study issues and some clarifying questions of  
staff, Chair Stetson opened and closed the public hearing at 7:22 p.m. upon  
confirming that there were no members of the public wishing to speak.  
After additional discussion Chair Stetson asked if there were any issues to be  
dropped or deferred.  
MOTION: Commissioner Harrison moved and Commissioner Duncan seconded the  
motion to rank both study issues:  
CDD 23-01 Consider Increasing Inclusionary Housing Requirements to 20%  
in New Residential Development  
CDD 23-03 Review and Potential Update the Housing In-Lieu Fees for  
Rental and Ownership Housing  
The motion carried by the following vote:

STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES  
Consideration of Potential Study Issues  
Housing Officer Carloni reminded the commissioners that they can propose study  
issues at any time during the year and that any study issues proposed between now  
and October will be for FY 2024/25.  
There were no study issues proposed at this meeting.  
STANDING ITEM: HOUSING ELEMENT UPDATE  
Housing Element Update  
Housing Officer Carloni shared that staff is still working on a second draft of the  
Housing Element that addresses the Department and Community Development's  
(HCD) comments on the initial submittal.  
There is a Council Study Session scheduled for March 14. This meeting will be  
partly an introduction to the item for the new councilmembers and a review of the  
changes included in the second draft.  
The second draft will be sent back to the HCD in late March with the goal to have  
an approved Housing Element in the summer.  
NON-AGENDA ITEMS & COMMENTS  
-Commissioner Comments  
Commissioner Duncan asked about the Commercial Housing Mitigation Nexus  
Study item that went to council a few nights prior to this meeting. Officer Carloni  
shared that Council approved the staff's recommendation but discussed at length  
the merits of the Housing and Human Services recommendation.  
-Staff Comments  
Officer Carloni shared that the City will go back to in-person/hybrid meetings  
starting in March. Edith sent out an availability request for in-person training with the  
City Clerk in the next few weeks in preparation of this transition.  
-Council Liaison Comments  
Mayor Larry Klein greeted the commissioners and shared that he will be the Council  
Liaison until June.  
He thanked Officer Carloni for talking about the Commercial Housing Mitigation  
Nexus Study and added that the Planning Commission and the HHSC had provided  
different input and it was all taken into account during the Council discussion. And  
noted that he's looking forward to the discussions to come from the study issues  
that were ranked at tonight's meeting.  
He added that Council holds three all-day meeting each year and that the first one  
was scheduled for the next day (Jan 26) and encouraged commissioner to tune in if  
they are unable to attend. He noted that the first half of the day is a review of where  
the City is at in terms of budget and staffing, as well as strategic goals, study  
issues, projects, etc.  
Lastly, he noted that services for the unhoused will be an important topic at this  
meeting.
