Chair Stetson asked if anyone wished to discuss the item on the Consent Calendar.

MOTION: Vice Chair Riviere moved and Commissioner Duncan seconded the  
motion to Approve the Housing and Human Services Commission Meeting Minutes  
of April 19, 2023, as submitted.

Review of Fiscal Year 2023/24 Recommended Budget  
Housing Officer Jenny Carloni provided an overview of the budget process and the  
Housing-specific budget excerpt provided to the Commissioners.  
Chair Stetson opened and closed the public hearing at 7:23 p.m., upon confirming  
that there were no members of the public wishing to speak, in person or remotely.  
After a few clarifying questions, the Commissioners agreed that there were no  
additional comments or recommendations for Council regarding the FY 2023/24  
Recommended Budget.  
STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES  
Consideration of Potential Study Issues  
None.  
Housing Element Update  
Housing Office Carloni noted that the second draft of the Housing Element was  
published and was sent off to the Department of Housing and Community  
Development (HCD) for its 60-day review. Staff does not anticipate any significant  
changes to the draft, but will be working with HCD staff during the review to address  
any questions. If all goes well, staff expects to receive certification from HCD and  
plans for adoption of the document in the fall even if there are any corrections to be  
made.  
Commissioner Duncan asked if the State was making any adjustments to the RHNA  
goals due to California's changes and decline in population. Housing Officer Carloni  
responded that unfortunately the answer was no, due to when the process started,  
the numbers being locked in at that time, and the window to appeal the goals being  
small. She encouraged Commissioner Duncan to participate in the next RHNA cycle  
to add his valuable perspective to the process.

Housing Officer Carloni noted that the Tenant Protections Ordinance would be in  
effect at the end June and that staff is planning to do outreach in the summer and  
would share with the commissioners any materials used.  
She also shared that:  
- The June meeting should be short since there is only one item on the agenda to  
amend the 2019 HUD Action Plan, and added that it would likely be her last meeting  
before going on maternity leave.  
- The July meeting will be cancelled, unless an unexpected item is added to the  
agenda.  
- The Housing Element will tentatively come back to the commission at the August  
or September meeting.
