CALL TO ORDER  
Pursuant to Section 3 of Executive Order N 29 20, issued by Governor Newsom on  
March 17, 2020, the meeting was conducted telephonically.  
Chair of the Redistricting Commission called the meeting to order at 6:04 p.m. via  
teleconference on Zoom.

CONSENT CALENDAR  
Chair Davis opened up the floor to adopt the previous meeting minutes and stated  
that the vote will include the minutes from July 8 and July 22.  
Commissioner Rubino moved and Commissioner Brenchley seconded the motion to  
adopt the minutes for the July 8, 2021 and July 22, 2021 Redistricting Commission  
meetings.

GENERAL BUSINESS

Discuss Communities of Interest in Sunnyvale  
Deputy City Manager Jaqui Guzmán confirmed that there is a staff report.  
Ms. Guzmán introduced guest speakers David Early, from Placeworks, and Shalice  
Tilton, from National Demographics Corporation.  
Mr. Early provided presentation on communities of interest in Sunnyvale.  
Commissioner McNutt asked for clarification on the school district boundaries as  
presented by Mr. Early.  
Mr. Early will correct discrepancy on map before it is archived.  
Alternate Stanley Jones serving as a Commissioner inquired about data and  
difference in numbers between districts.  
Mr. Early pointed out that District 6 contains the most mobile home parks and may  
be a contributing factor.  
Alternate Stanley Jones serving as a Commissioner and Mr. Early continued  
discussion about mobile home parks and how they are captured in the census data.  
Ms. Guzmán stated there may be additional data available that breaks down the  
data to owners, renters and mobile home park renters.  
Commissioner Brenchley commented that mobile homes should definitely be tracked  
since they are a notable community of interest.  
Mr. Early stated it will be tracked as a category moving forward.  
Commission members and Mr. Early discussed the different types of data categories  
being collected.  
Ms. Guzmán stated that demographics will be tracked and any additional  
information will be shared with the Commission.

Commissioner Brenchley commented that she believes the community of interest  
workshop did not have as many people due to COVID.  
Commission members discussed the existing boundaries and shared comments on  
their initial review of the communities of interest maps.  
Ms. Guzmán stated that the feedback from the community was that the 2019 maps  
were well drawn. Also, that the community of interests seem to currently be the  
same.  
Mr. Early explained the data points in relation to boundaries and communities of  
interest.  
Chair Davis suggested parameters for group to address any conflicts.  
Alternate Stanley Jones serving as a Commissioner commented that she recalled  
one person who had a comment regarding community of interest of Birdland being  
split.  
Commissioner Rubino requested to view map of the Birdland area that is split.  
Mr. Early explained the boundaries of Birdland as he shared the District map with  
the group.  
The Commission discussed the Birdland area boundaries and District 6.  
Shalice Tilton, of NDC, shared features of the interactive map that may be used for  
drawing district lines.  
The Commission further discussed the boundaries and how to use the interactive  
map to change boundaries and identify communities of interest.  
Commissioner Rubino requested data regarding new developments on the maps.  
The Commission had further discussion about the new developments and  
communities of interest.  
Ms. Tilton replied that she will add a layer for census block population to the maps.  
The Commission further discussed communities of interest and boundaries.  
Ms. Guzmán clarified to the Commission that there are no future community  
meetings scheduled and that the September 30 meeting is a map training meeting.  
The Commission continued discussion on communities of interest.  
Ms. Tilton displayed maps of school district boundaries in contrast to neighborhood  
association boundaries.  
Chair Davis confirmed receiving and reviewing a presentation from the SNAIL  
neighborhood Association.  
The Commission continued discussion on communities of interest and school district  
boundaries.  
MOTION: Chair Davis moved that mapmakers should make every effort keep  
individual mobile home parks together within a district.  
Alternate Stanley Jones serving as a Commissioner asked for clarification of the  
motion.  
Mr. Carnahan provided clarification.  
Alternate Stanley Jones serving as a Commissioner asked that the motion be  
repeated  
Mr. Carnahan repeated the pending motion made by Chair Davis.  
MOTION: Commissioner Brenchley moved to keep adjacent mobile home parks in  
the same district where they are contiguous that they be treated as a bulk  
community of interest.  
Commissioner Rubino seconded the motion.  
Mr. Carnahan clarified procedure in regard to Chair Davis's prior pending motion.  
Chair Davis's prior MOTION FAILED without a second.  
Commissioner Brenchley repeated her motion to keep mobile home parks that are  
contiguous with each other, not be broken into separate districts and that they are  
treated as communities of interests instead of individual mobile home parks.  
Commissioner Rubino seconded the motion.  
Commissioner McNutt asked Mr. Carnahan to clarify the pending motion.  
Chair Davis expressed support for the motion.  
Motion carried 7-0:

MOTION: Chair Davis moved that mapmakers should make all efforts to keep  
neighborhood associations whole within Council Districts.  
Alternate Stanley Jones serving as Commissioner seconded the motion.  
Commissioner McNutt asked for clarification of Chair Davis's motion and offered a  
friendly amendment that the motion refer to existing or registered neighborhood  
association.  
Mr. Carnahan verified that the Birdland Neighborhood Association is not registered  
with the City of Sunnyvale.  
Motion carried 7-0.

Chair Davis discussed school district boundaries related to District 1 and Cupertino  
Union School District.  
Alternate Duncan suggested minimizing changing boundaries to not have a negative  
effect on the disenfranchised population.  
MOTION: Commissioner Rubino moved that mapmakers respect existing district  
lines to avoid minimize disenfranchised being shifted to a different election cycle.  
Chair Davis seconded the motion and offered a friendly amendment to define  
disenfranchised as those who are not able to vote for a council member in the next  
four years.  
Commissioner Rubino accepted friendly amendment.  
Commissioner McNutt expressed non-support for the motion.

Outreach Report  
Ms. Guzman shared staff report with Commission about the various outreach efforts  
she made within the city and the many communities of interest and related  
demographics.  
Ms. Guzman discussed social media outreach efforts and "boosting" to reach a  
wider population as well as targeted advertising focused on specific groups and  
communicating in different languages.  
Ms. Guzman thanked the Commission for all the assistance with outreach.  
Chair Davis expressed satisfaction with the redistricting process.  
Public hearing opened at 8:04 p.m.  
Public comment provided by, Elaine Manley, a resident of the Birdland  
neighborhood, who expressed her views regarding her neighborhood and different  
communities.  
Ms. Manley thanked the Commission for their service.  
Public hearing closed at 8:05 p.m.

Update on Census Data Release  
Ms. Guzman asked Ms. Tilton if the census data will be in the mapping tool for the  
September 30 community meeting.  
Ms. Tilton explained that the data likely will not be available but encouraged the  
Commission to start using the mapping tools and that she is "hoping" for the data.

Chair Davis addressed the Commission and that he is looking forward to receiving  
the census data and then thanked Ms. Guzman for her inquiry of when the data will  
be available.  
Ms. Tilton again encouraged the Commission to use the mapping software and to  
test out the available tools and features.
