CALL TO ORDER  
Pursuant to Section 3 of Executive Order N 29 20 (March 17, 2020) and Section 42  
of Executive Order N 08 21 (June 11, 2021), issued by Governor Newsom, the  
meeting was conducted telephonically.  
Chair Davis called the meeting to order at 6:04 p.m. via teleconference.

GENERAL BUSINESS

2020 Census Data and Implications for Sunnyvale  
Redistricting  
Ms. Guzmán announced that the 2020 census data was now available and that the  
final data shows Sunnyvale's population grew to about 16,000, but that the  
distribution was not even throughout the districts with District 2 as the largest district  
and District 3 the smallest district.  
Ms.Guzmán informed the group that based on the data, Sunnyvale’s district lines  
will need to be redrawn to achieve population equality.  
Shalice Tilton of NDC presented and explained Sunnyvale’s official census data.  
Commissioner Brenchley commented that it appears District 5 can remain the same.  
Chair Davis opened the floor to questions.  
Commissioner Salas arrived at 6:14 p.m.  
Commissioner Salas requested information regarding deviation from the last  
census.  
The Commission continued discussion of data sets and communities of interest.  
Ms. Guzmán shared that most important criteria under federal law is population  
equality.  
Chair Davis asked for confirmation from Ms. Guzmán whether the Commission's  
goal is to minimize the number of people who will miss a voting cycle and Ms.  
Guzmán confirmed this is Council’s direction to the Redistricting Commission.  
The Commission further discussed the various districts and population of each  
district.  
Ms. Guzmán confirmed that the maps made in recent meetings would be processed  
with the census data and if NDC identifies any imbalance, it will be flagged for the  
Commission.  
Ms. Tilton suggested that the Commission enter maps into new mapping tool  
"Dave's Redistricting App."  
Ms. Tilton suggested to the Commission that the least disruptive way and basic fix  
to balance District 2 and 3 would be to leave the other Districts in place to achieve  
population balance.  
Commission members discussed 2020 Census data and implications as well as  
natural barriers and boundaries and how to avoid disenfranchisement.  
Ms. Guzman confirmed that previous mapping work is still available.

Mapping Tool Discussion and Demonstration of Dave’s  
Redistricting App  
Ms. Tilton reviewed new mapping tool Dave's Redistricting App and updates.  
Ms. Tilton presented new redistricting tool features and instruction guide with the  
Commission.  
The Commission and Ms. Tilton continued discussion on the various app features  
and requested to disable previous tool.  
Ms. Guzman shared with commission to encourage the community to participate in  
the future mapping meeting.  
Chair Davis shared concern about maps getting lost.  
Ms. Guzman addressed his concerns and explained that they will be collected and  
consolidated in one area.  
Chair Davis opened the floor for public comment.

Chair Davis invited comments from the commission.  
The Commission, Ms. Tilton and Ms. Guzman discussed redistricting map  
deadlines.  
City Clerk, David Carnahan, confirmed deadline dates.  
MOTION: Commissioner Brenchley moved to accept mapping tool adjustments and  
results.  
Chair Davis seconded the motion.  
Commissioner McNutt offered a friendly amendment to include directions on the  
webpage when accessing new mapping tool.  
Commissioner Brenchley, motion maker, accepted the amendment.  
Mr. Carnahan clarified motion amendment.  
Motion carries 7-0.

Outreach Report  
Ms. Guzmán shared update with the commission on her community outreach and  
promoting the new redistricting app.  
Ms. Guzmán further shared that mailers informing residents of the redistricting  
efforts will be included in the City utility bills.  
Commissioner Rubino requested inserts for the mobile home parks who do not  
receive utility bills and if the information can be broadcast on social media.  
Ms. Guzmán informed the group that the redistricting process has been shared on  
various social media outlets such as Next Door and that inserts could be made  
available for mobile home residents.  
Chair Davis opens the floor for public comment at 7:55 p.m.

Commissioner McNutt thanked Ms. Guzman for her outreach and inquired if future  
meetings will be in person or virtual.  
Ms. Guzmán replied that future meetings may be held either virtually or in person  
depending on the pandemic.  
Commissioner Brenchley thanked members of the commission for all their work.
