Pursuant to Government Code Subdivision 54953(e), Councilmembers had the  
opportunity to participate in the meeting telephonically; pursuant to state law, the  
City Council made the necessary findings by adopting Resolution No. 1089-21,  
reaffirmed on December 13, 2022.  
Mayor Klein called the meeting to order in the Council Chambers at 7:02 p.m.

Mayor Klein opened the floor to nominations for Vice Mayor.  
Councilmember Cisneros nominated Councilmember Din to serve as Vice Mayor.  
They accepted the nomination.  
Mayor Klein invited the nominee to speak to their nomination.

Transportation Agency (VTA) Board of Directors.

to Silicon Valley Clean Energy Authority (SCCEA) Board of Directors, Alternate and  
Valley Transportation Authority (VTA) State Route (SR) 85 Corridor Policy Advisory  
Board (PAB), Alternate. The motion failed due to lack of a second.  
MOTION: Councilmember Melton moved and Councilmember Mehlinger seconded  
the motion to appoint Gustav Larsson to the Bay Area Water Supply and  
Conservation Agency (BAWSCA) Board of Directors effective July 1, 2023 and  
select Councilmember Mehlinger to serve as understudy for BAWSCA effective  
immediately.

arrangements for 2023 as follow:  
Mayor Klein will remain in the Mayor’s Seat (Seat 4).

Councilmember Cisneros selected to take Seat 2.  
Councilmember Mehlinger selected to take Seat 7.

Council Memorandum by Councilmember Hendricks.  
Councilmember Mehlinger proposed a study issue to update the City's customer  
relationship management system, Access Sunnyvale, to include a mobile app  
option. Mayor Klein, Vice Mayor Din and Councilmembers Cisneros and Srinivasan  
co-sponsored the study issue.  
Councilmember Mehlinger proposed a study issue to conduct a Vision Zero  
redesign of Borregas Avenue. Mayor Klein, Vice Mayor Din and Councilmembers
