BACKGROUND
Several City departments use aerial photos in support of planning and routine business operations. Public Works uses them for traffic engineering and development project review and design; Public Safety for incident mapping, investigations, and special operations; Community Development for development review and exhibit preparation; and Environmental Services for utility facility design, construction, and maintenance. The City has partnered with neighboring agencies to update its aerial photos approximately every five years, depending on major landscape changes. The Information Technology Department manages the acquisition of the updated photos in a special project.

The aerial photos are taken in late winter or early spring, depending on the weather, when the trees are bare of leaves. The last photo was taken in 2011 and the next was scheduled for 2016. With the construction of Levi's Stadium, the agencies agreed to move the update up one year, and take the photo in early 2015 to be prepared for the major activities at the stadium in the coming years. Funding for this project is currently budgeted in FY 2015/16. This budget modification moves the funding forward one year by appropriating the funds into the current fiscal year.

EXISTING POLICY
Council Policy A.4: Budget Monitoring and Modification
A.4.4 Appropriations for capital and special projects shall be limited to the amounts contained on the Budget Resolution for each project. All modifications to project budgets require Council approval.

ENVIRONMENTAL REVIEW
This project does not require environmental review because it is not a project that has the potential for causing a significant impact on the environment. (CEQA Guidelines 15061(b)(3).)
