BACKGROUND
The North Valley (NOVA) Job Training Consortium was formed in 1983 with the passage of the federal Job Training Partnership Act (JTPA). For more than 30 years, the Sunnyvale City Council has served as the Chief Local Elected Official (CLEO) for the NOVA consortium and now represents seven cities (Cupertino, Los Altos, Milpitas, Mountain View, Palo Alto, Santa Clara, and Sunnyvale) through a Joint Exercise of Powers Agreement; Workforce Development Services (JPA). The NOVA Workforce Services Department is fully grant-funded and uses no general fund resources.

On January 27, 2015 the San Mateo County Board of Supervisors passed Resolution 073599, requesting inclusion into the NOVA Consortium. At the February 28, 2015 Sunnyvale City Council meeting, Council approved the request by San Mateo County to join the NOVA Workforce Consortium. Until San Mateo's request has been approved by the California Workforce Investment Board (State Board) and the Governor, however, San Mateo County will formally remain a separate, recognized workforce area.

EXISTING POLICY
Council Policy Manual 5.1.1: Socio-Economic - Goals and Policies: Education and Training Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding, to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.

DISCUSSION
At the September 30, 2014 Council meeting, Council authorized NOVA to accept a $651,000 contract with the County of San Mateo to administer Workforce Investment Act operations in San Mateo County through June 30, 2015.
