Approval is requested to award a construction contract in the amount of $1,545,100 to Anderson Pacific Engineering Construction, Inc., of Santa Clara for the Emergency Flow Management Improvements project (Public Works Project No. UY-14/01-15). Approval is also requested for a 10% construction contingency in the amount of $154,510.

EXISTING POLICY
Section 1309 of the City Charter requires construction contracts to be awarded to the lowest responsive and responsible bidder.

ENVIRONMENTAL REVIEW
The CEQA determination for this project is a Categorical Exemption pursuant to Class 1, Section 15301. Class 1 exemptions include repair, maintenance and minor alterations of existing public facilities involving negligible or no expansion of use.

BACKGROUND AND DISCUSSION
As the Sunnyvale Clean Water Program moves forward to reconstruct the Water Pollution Control Plant (WPCP), other projects are still required to keep the facilities functioning. The Emergency Flow Management project will construct two significant improvements that are related to the power generation facility and absence of a reliable backup power source.
The WPCP has a power generation facility (PGF) that utilizes landfill gas, digester gas and air blended natural gas. This PGF utilizes engines that run on these blended gasses to generate power which is utilized by various processes at the WPCP. Due to the changes in gas quality, the variable heating values associated with the blended gas and inability to regulate it, the operation has become less stable creating a challenge to meet emissions regulatory compliance. This project will modify how and where the gas is mixed as well as install new controls and a gas analyzer so the blended gas can be continuously monitored and controlled to create a stable blended gas.
