Approval is requested to award a construction contract in the amount of $151,419 to Sierra Traffic Markings, Inc of Roseville for the Green Pavement Marking Installation and for a 10% construction contingency in the amount of $15,142.

EXISTING POLICY
Pursuant to Chapter 2.09 of the Sunnyvale Municipal Code, City Council approval is required for construction contracts exceeding $100,000.

ENVIRONMENTAL REVIEW
The project is categorically exempt under the California Environmental Quality Act (CEQA) Section 15301, minor alteration of existing highways and streets, bicycle and pedestrian trails involving negligible or no expansion of use beyond that which presently exists.

BACKGROUND AND DISCUSSION
On March 15, 2016, the City Council held a Study Session to discuss the City's New Green Bike Lanes Implementation Standards (RTC No. 16-0237). A couple of key points in the Study Session focused on the implementation standards and its costs. Council approved the standards set in the Study Session and requested consideration for a new project that would fund a Green Bike Lane Project. Funding was allocated as part of the FY 2016/17 Adopted Budget.

Colored pavement within a bicycle lane increases the visibility of the facility, identifies potential areas of conflict, and reinforces priority to bicyclists in conflict areas. Colored pavement may be utilized either as a corridor treatment along the bike lane, or as a spot treatment, such as bike box and conflict area. The project will deploy colored bike lanes at selected vehicular and bicycle conflict zones to improve bike safety, and encourage increased ridership throughout the City.
